One school of thought focuses on equal treatment in typical employment scenarios, and the other on equal treatment in atypical employment scenarios. The first consists of proponents of Neoliberal labor market reform policies and thus advocates the deregulation of workers’ employment protection law and the promotion of performance-based pay. The second school of thought is known as the Gender perspective on labor market reform and advocates “Job-based pay” in order to achieve equitable pay in Japanese companies. These two schools of thought are in agreement regarding their support for the abolition of seniority-based pay (“Nenko-Chingin”).
